In addition to all other comments you should, as well as looking at the
NEBOSH route, look at the NVQ level 3 or 4 in Health and Safety Practice.
There are also numerous organisations who support this particular route.

Further to Sue's comments I would suggest that although the NEBOSH cert
is a start at the level of working you described you will need the
NEBOSH Diploma. You will need to do the cert in the first instance and
progress to Diploma which is now in the new form (third version) and not
easy. There are a multitude of training providers accredited all over
the country. Have a look in the Safety and Health Practitioner which is
something you can also subscribe to when you are a member of the
Institute of Safety and Health. As an OH Advisor you can join IOSH.

Hi Julian
Following a Company restructure I worked as a OHN / HS & E officer in
the
late 1990s for a manufacturing company. I did a NEBOSH Cert to start
then
progressed to the Post Grad Dip in Occupational & Environmental Health &
Safety Management at Portsmouth Uni which was by distance learning. The
restructure involved loss of the HS&E Manager and the environmental
engineer so sounds pretty much what you may be going through.
I found the NEBOSH Cert a great start and the Company were supportive of
training too. I found more and more of my time being taken up by HS&E
work
but it was good to have the whole picture when assessing the workplace.
The
management team were great at empowering people and because I was well
known to them (and the unions) anyway didn't have too much of an issue
with
the role expansion.
