Maybe contact them again and say that unless they use their institutional
email they may lose all their bookmarks and other personalised services?

It may be possible for others, but at Newcastle there is no way of
linking someone's Athens id to their Newcastle id. We had an
infrastructure of self registration, users where told to register with
an Athens id made from their Newcastle id and to put their Newcastle
email address in as the contact email. However looking at a sample of
3600 about 800 are completely unlinkable having used non ncl email
addresses and their own made up userid.
