Yes I would like to echo Nicole's comments as far as to say we encourage SPs to provide a description of the live services which are posted to the federation website. At the same time we also encourage them to list their attribute requirements (http://www.ukfederation.org.uk/content/Documents/AttributeUsage) but the list is not inclusive of all.
We have planned to send the Ukfederation Announce List, details of new services as they become live, so hopefully shib administrators will not be confronted by disenchanted users demanding access to resources.
In the case of MS, I believe they wished to make their own announcement before listing their details on the federation website.

With most Service Providers the UK federation are trying to gather as
much information as possible and to have a dialogue with them so that we
know when a service is 'live'. The federation already does encourage
all Service Providers to do just as you suggested. I think Microsoft
are the exception rather than the rule in this case as they didn't tell
anyone their go live date - annoying but probably to be expected from an
organisation such as Microsoft. I wouldn't expect that to be the
general case.

Since we can't expect people launching (or changing) services to contact
all IdPs individually could someone, perhaps JISC but probably better
the UK Federation, act as a clearinghouse for this sort of information
and actively encourage SPs (at least those representing large-scale
services) to contribute timely and complete information?
