Quoting from http://trac.dcache.org/trac.cgi/wiki/manuals/SRM_2.2_Setup
If Pools are shared between "LinkGroups" space reservation will not
work correctly and space calculation will give incorrect values and can
lead to over booking.
Since LinkGroupAuthorizationFile.conf is only used for
who can create reservations and not for write (or read) access you
can just leave it empty and create the reservations that the experiments
want on your own through the admin interface. I don't have a clue
though how access to the reservations is controlled if not by
LinkGroupAuthorizationFile.conf it wont surpsise me if it's a free for
all though.
There way too many things that are not clear to me about space
reservation in dcache (as an example: what happens when you move a pool
from one link group to another?). Thanfully for us CMS which is our main
experiment does not require any space reservations so we'll stay out of
the game until then (hopping that things will be clearer by then).
