It's just another example of that 'well known fact' that everyone, including politicians and those working in just about every other medical speciality, knows more about general practice than GPs who are trained for, experienced at and working in it.
In reality most of these 'zero' length of stay cases are referred for an opinion having presented to A+E so other and more plausible interpretations are that they didn't need to be referred for that opinion in the first place and these are actually a reflection of A+E performance, particularly referral by inexperienced juniors, or that it is a business ploy by the Trusts who encourage clinical policies that spuriously generate more activity and therefore more income.
