Dear colleagues,
On 27 November 2007, Lawyers for Human Rights, the Wits Law Clinic and
the Wits Forced Migration Studies Programme hosted a meeting to discuss
potential responses to Zimbabwean migration into South Africa. A
background report was prepared for this meeting which we would now like
to share with you.
The report aims to present the basis for informing and engaging a
vigorous domestic debate on strengthening governmental and
non-governmental responses to Zimbabwean migration in South Africa. To
date, such debates have often been stymied by a lack of agreement on the
size and nature of the migration flow, and by a narrow interpretation of
relevant institutions and response options.
The report therefore provides a comprehensive outline of the nature of
the migration and the concomitant nature of needs experienced by
Zimbabweans in South Africa. It also evaluates current governmental and
non-governmental responses, as well as the legal and institutional
frameworks available for future responses. Finally, rather than
advocating for a specific set of responses, it presents a range of
policy scenarios which take into account the needs to be addressed, the
institutional and legal tools available, but also questions of political
sensitivity, institutional capacity, and implementation time-frames.
This report is of relevance to anyone interested in Zimbabwean migration
to South Africa, but also more widely to those concerned with responding
to 'mixed migration flows'.
