Hi Andy - In my experience, the accountability issue has little to do with
participation in the NDA EtA award. A number of the participating
organisations (An Bord Pleanala, FAS Employment Services, Revenue
Commissioners) would have similar governance models to the universities
(i.e. independent boards, operating under the aegis of a Government
department).
The factors driving participation in the EtA award have typically been;
- Organisational maturity and experience with disability-related
initiatives
- Personal interest of key stakeholders
- Organisational plans around new locations, new websites etc

Thanks Shane. I can see that the majority of the public organisations are
accountable to the Irish electorate (councils). Would you be able to
inform
informally on whether accountability is a determinant for such
performances
and therefore the explanation why non accountable organisations such as
