Can you tell me why? We're actually still on 6.2 and are just thinking
about upgrading. Any help or advice welcome.

Specifically it was 7.1 Service Pack 1 (7.1.391) that introduced the
option to specify default availability of a building block in courses.
But nobody should be upgrading to 7.0 or 7.1.324 anymore at this time
