Power, legitimation and delegitimation: negotiating
the new EU politics in
Eastern Europe (W112)
Easa Conference, Ljubljana (Slovenia), 26-30 August
2008
Abstract
The two decades after the fall of the Berlin Wall have
been marked by
profound and rapid transformations in the European
continent. The
differences inherent in the many forms of the
socialist regimes in Eastern
Europe, the unequal paces of postsocialist change, the
preferences set by
the EU enlargement politics as well as the "natural"
development of the
European market have been the pulling factors that
generated differences
in the new EU boundaries. What some decades ago was
described as a bloc of
power, today has increasingly turned into a
constellation of forms of
power under the new political agenda of the European
Union. On the one
hand, these forms are shaped by the shifting political
interests of the EU
member states and by the global economic trends. It
has been argued that
the EU enlargement has questioned the long-established
power of some of
the western European countries making the policy and
decision-making
processes less self-assertive. On the other hand, the
negotiating capacity
of the new member states is often reduced. This is due
to the influence of
wider economic interest on these lands. What these
synergies bring about
is an ongoing need to negotiate the impact of the EU
policies at ground
level, generating answers and strategies that
legitimize or de-legitimize
this impact.
