The British Healthcare Trades Association (BHTA) have produced a leaflet
called;
The Highway Code for Electric Scooters and Wheelchair Users and is available
by calling 08000 961296.
An extract from it says;
* When inside shops and buildings
It is your responsibility to drive safely and not damage fittings, stock or
hurt other shoppers or store workers.
* Speed in shops and buildings - reduce it!
Set the speed control to a lower setting. Be especially careful if you need
to reverse.
So by default this means it is not illegal to use them in areas used by the
public.
I doubt whether a private club can impose its own restriction because of the
DDA.

I'm not aware of any legal reason why scooters can't be used in shops
even though they are technically a 'vehicle'. It may be worth contacting
RADAR which has produced a guide to help when purchasing a scooter. A
