I agree with Fay, having pointed this out in our LMC forum.
Where we do have an interested LMC chief officer.
On a wider basis, I am surprised that the DoH continues to allow (always
described as) very junior officials to issue such threats and make
statements which have the appearance of departmental policy but on
cursory inspection turn out to correspond incompletely to objective
reality, law, etc.
Is the government in control of the DoH?
