Seems an odd statement to make.
This type of material is subject to retention and disposition due to the
transitory nature of its content, as defined by legal & statutory
requirement.
In an e-system (ERM / EDRM), design and configuration would encapsulate
the requirement and may go a stage further to provide restricted access
to key personnel.
In the paper world r & d would still apply, as these records attract
legal and statutory controls.
In other words, it is imperative that they are subject to record
management control, or face possible litigation in the future.
