you could try to do some delving, such as medication, adapatations
used/required etc. The only way of discovering if a diagnosis has been made
given is to get confirmation from a GP and/or Consultant, but if the person
refuses Consent to write to them then there's little you can do except
advise HR what your findings/assessment are and that this can't be
confirmed as Consent has not been granted.
I would also explain that decisions/actions may be taken without having
full medical details so that they are fully aware of the situation they are
putting themselves in.
