Hi Glenn
They have the ones with strings but they just tuck them into their mob caps so it is very difficult to see whether they are wearing them or not!
The pop ins are satisfactory for the level of noise, and in relation to disciplinary because they felt they weren't able to audit or monitor the situation effectively and so many weren't wearing them!
Wearing cans is a visible thing and can be monitored easily but the disciplinary route is def where they are heading

Hi Clare
could they not use the plugs that are looped or stringed so that it's
easier to check if wearing or not?
From my own experience most can wear plugs without too much problem, but of
course it depends upon what the noise level is and what protection the PPE
offers, as it may be that the plugs are not sufficient.
Have those who have not worn PPE been taken through the disciplinary route?
This often re-inforces the improtance to others and helps with compliance.
Regards
Glenn
