I'm confused... if the CRO's permission were needed why are they "not aware that the copyright holder's permission was obtained"? If the copyright holder is not the CRO, why is their permission needed (and who is the copyright holder?)
This is a genuine question. Someone owns the copyright, but who? (And by what "right"?) Who did HJ leave his collection to? The CRO? Not the Trevithick Society?
