I asked a friend who's done a lot of work on 19C journals about this,
and she said that lots of companies claim to be able to do it but
generally it's not to a satisfactory level.
This is partly because they don't entirely understand the issues and
tend to exclude material that is difficult because it's closely printed,
on poor quality paper, in a 'difficult' font (e.g. gothic, or has very
similar s/f characters), etc. She suggests it also pays to look at the
difference between the OCR 'success rate' and the 'hit rate' provided by
OCR companies.
(Interestingly, this focus on 'good quality' materials that are easy to
digitise reinforces the existing canon of 19C material.)
She said overall it's as cost-effective to have it double-keyed abroad
as to have it OCR scanned and corrected.
