In /opt/glite/etc/init.d/glite-wms-ice one can see that ${err_logfile}
must be empty when that message occurs. This in turn means that the
following command returned nothing:
${GLITE_WMS_LOCATION}/bin/glite-wms-get-configuration ICE.logfile
What happens if you run that command manually?
It could mean that in /opt/glite/etc/glite_wms.conf there is a problem
with the section for ICE, which should contain this line:
logfile = "${GLITE_LOCATION_LOG}/ice.log";
What does it say on your WMS node?
