Hi Alistair,
The level of granularity offered is up to each SP, not the federation
and can be implemented (in different ways) using either Athens or
Shibboleth. At the moment, starting from past practice, the
granularity for most library-type resources is "the organisation".
This is determined in Athens using the org_id and in Shibboleth
using the scope from scoped affiliation (ed.ac.uk etc.)

As I say, it's up to individal SPs what level of granularity to offer.
One existing example of a federated resource using finer granularity
than just the user's organisation is EDINA Film & Sound Online.
Basic access to most content is available to subscribing organisations
based on scoped affiliation as above. Some individual users can
access additional restricted content based on an entitlement value
set by the IdP.
