Ok, miscommunication with the IT guy ... He thought the patch contained
everything, and I thought he was downloading the entire build.

If your referring to the patch download, then this is to be expected, it
only contains the changes between versions. I believe 4.0.3 mainly contains
changes to scripts, rather than binaries.
