‘Design and Evaluation of Road Network Pricing’
*******************************************************
Guest Editor: Dr. Theodore Tsekeris, Centre for Planning and Economic
Research, Athens, Greece, e-mail: [log in to unmask], [log in to unmask]
Deadline for contributions: March 15, 2008
The increasing concerns for the real-life implementation of road pricing
to efficiently tackle traffic congestion and finance new or expanded
transport infrastructure worldwide have induced the need for developing
and evaluating design schemes capable to handle a number of realistic
complications. For this purpose, recent design concepts mostly tend to
rely on engineering approaches, building on the relevant economic
principles of marginal cost pricing and profit maximization. These
approaches aim at reconciling several conflicting set objectives (or
constraints) of the actors of the road transport network, related to toll
revenues of service provider(s), measures of social welfare required by
governments/regulators and benefits of users. Also, they can include the
gradual deployment of different network pricing schemes (implementation
paths), and the joint consideration with capacity expansion and/or
measures for the efficient use of capacity, such as travel information
provision, area-wide traffic control, ramp metering and public transport
investments. Moreover, new methodological and computational approaches,
even from other types of networks or markets, are being adopted to cope
with the design complexities and intricate behavioral issues involved in
the management and use of toll roads.
Contributions are invited to this feature issue of NETNOMICS which aims to
provide state of the art contributions covering recent theoretical
advances and emerging computational paradigms on designing and evaluating
road network pricing schemes. Both theoretical and empirical studies are
welcome, although emphasis will be given on recently implemented or
experimentally tested or planned toll pricing schemes in realistic road
networks. Topics may include, but are not limited to:
- Congestion pricing, system dynamics and implementation paths;
- Revenue-optimizing road toll pricing with regulatory control;
- Joint pricing and investment strategies in toll road networks;
- Road toll pricing with other congestion management/control measures;
- New computational paradigms for modeling and evaluating road toll
pricing.
Prospective authors are kindly requested to notify as soon as possible the
editor about their interest in submitting a paper. A fast reviewing
process is guaranteed within less than 2 months and an expeditious
publication of the feature issue will be made once the accepted papers
will be finalized. Authors must follow the Journal instructions and submit
the manuscript online at the website http://netn.edmgr.com,
selecting "Feature Issue" as article type.
