It depends on what magnification the original was filmed at.
I used to have the job of evaluating shredders for microfilm / fiche and
found that all but those reducing the film to dust would produce fragments
that could be read at 20X magnification. It also depends on the subject on
the fiche. If not highly sensitive can you mix the shredded pieces with
none sensitive shredded film waste to make it more difficult to do the
jigsaw puzzle?
To summarise the only safe way is to reduce the film to dust.
