If you are asking all subscribers to pay for three years at a time (it is
not totally clear): do you have any evidence that any libraries will use
part of their 2008 budget to pay for 2009 and 2010 (say)?

Thank you for your email. IngentaConnect allows access to everone. As for
access to the journals, you can either contact each publisher directly for
access to their journals or buy the articles on a PPV basis.
