Racking my brains for "new things", the recently passed Serious Crime
Act does plug one loophole remaining from the merger of HMCE and IR to
form HMR&C.
The old organisations had similar, but not identical, functions and
powers. And the 2005 Act merged functions, but not all the powers.
HMRC has recently obtained Parliament's agreement to extend powers that
are available for the prevention and detection of serious crime relating
to ex-customs and excise matters, to the prevention and detection of
serious crime relating to ex-inland revenue matters.
Such powers include the right to ask for interception of mail, email and
phone calls, in relation to ex-IR matters.
[But this doesn't involve councils, nor employees]
