Ah well that's the difference then. Respondents should make clear what they are charging for.
The students should be given a choice - a photocopy of their transcript with a covering letter or stamp across it confirming it is in response to a (Data Subject Access or other search) request, which in my experience meets most requirements, as students still have their original degree certificate and for which students can be charged a maximum of £10; or a copy on embossed paper for which they may be charged a premium fee.

I agree that under DPA, students can obtain confirmation of their results etc. for a £10 fee. However, the Act does not require the information to be provided on specially embossed certificate paper.
That's what they are being charged for.
You could fulfil the requirements of the Act but give the results on non-headed paper, which if a student needs to prove their qualifications to a third party, is unlikely to be considered suitable evidence, certainly for many employers...
We charge £50 for replacement certificates at Bristol.
