For grids in general that's true. For LCG it's a different story, in the
end sites funded for the LHC have to support the experiments.

Indeed - but not on a timescale of six months.

In practice this has been abandoned, at least for now. VOMS integration
has still barely started, and what we have is all based on one VO at a
time - indeed we have trouble even dealing with more than one group/role
within a VO being active at the same time!
