The problem is both with the browsers and the fonts loaded on every
individual machine. There isn't a universal solution just because there are
no standards as to what fonts are loaded and because there are no standards
recognized and implemented by all browsers. Even trying to code the HTML
yourself won't solve the problem -- because there is no universally
recognized and universally loaded code for this symbol -- and others. Word
supports Unicode -- an attempt at standardization -- but does strange things
with the em dash and other characters.
The solution is to have a few Martinis and forget it.
