Hideaki, you do keep us on our toes!
There is a book on insurance: Cockerell, H A L and Green, E. (1994) "The
British Insurance Business: a Guide to its History and Records", Sheffield
Academic Press.
Chapter 2 covers fire insurance. The Phoenix was the first company,
established in about 1681. This company went out of business in about 1710.

Subject: [LOCAL-HISTORY] Fire Insurance
To All,
The quarter sessions(17th-century) records the petition concerning 'fire',
within which we found the
compensation like a fire insurance. Does anyone tell us when the English
fire insurance was first
institutionalized and why it was?
