Oh this is easy peasy. Your researcher has clearly forgotten that a series
of directives between 2017 and 2022 transformed the the mission of the
National Health Service. In keeping with its title (a rebadging exercise
having been dismissed as smacking of an old style policy quaintly known as
'spin') these directives and associated regulations made it clear that it
was the function of the NHS to serve the healthy. Clement did not take part
in compulsory fitness sessions at NHS Wellness facilities (see his numerous
prosecution records) and quite deliberately took part in substance abuse
(all tobacco products were banned in 2015) and in drinking illicit alcohol
(contrary to regulation 509 (a) part3 subsection 5 of the Control of
beverages order 2018). There are of course a number of theories, not
mutually exclusive, about the cause of his gangrenous toe. They range from
involuntary participation in a minor accident (clearly resulting from
activities contrary to regulation 486 (a) of the Health and Safety Control
order of 2018) to some form of physical condition consequent upon his
violation of the control of beverages order above cited.
Althoughidentifying the precise cause of his sore toe remains difficult
after so great a lapse of time, it is nevertheless quite clear that it was
entirely within his own control and thus untreatable under NHS regulations.
He could of course have been treated privately, but clearly his
irresponsible life style prevented him from accumulating sufficient funds to
do so. Once again one can only conclude that he was the author of his own
misfortunes.
