Mike is right. The upgrade is from Vista (Business) to Vista Enterprise.
They are expecting people to install Vista Enterprise when they get sent a new
PC with Vista already on it - so this offer is not at all generous - MS get an
OEM licence fee, and then charge the NHS centrally for an Enterprise upgrade
version.
There are NO upgrade rights from WinXP Pro, which is what is installed on the
majority of desktops in the NHS.
And I have yet to see any advantage to moving from XP Pro to Vista in a business
environment. In fact, INPS' Vision will not currently run on Vista.
And don't get me started on Office 2007...

At the Vision User Group meeting last week, the Man from Microsoft tried
(unsuccessfully I think for most of the audience) to extol the merits of
Vista. He did say that you could now use the NHS version at work AND HOME.
Having extolled their generosity in giving away the all singing all dancing
Enterprise version for peanuts, in answer to a question, he did admit that
it was only an upgrade and you'd have had to fork out for the business
version at full price first.
He also had very generous prizes of two MS T-shirts and a mobile phone
charger for the askers of the best questions, which he left at the end still
clutching :-)
