No and Yes I agree, There used to be a phenomena called downsizing, the guru
who inventied it has now reviled it finding that those organisations that
did it almost immediately lost those that were capable of changing the
organisation as they were headhunted and had no reason to stay. I fear your
observation relates to the obserbable consequences of such on large
organisations which a mathematician then suggested it takes on average 2.5
generations of staff turnover (not recycled job titles) to repopulate with
those you really need.
