I perhaps should have explained a bit more in my original post. I am not
considering using the PECD document now - clearly current SGV/CLEA derived
values are appropriate. In this case an issue has arisen with a
previously remediated site and I have been asked to comment on the
history.
I want to check whether I can justifiably state that the site was
remediated to the appropriate standard at that time (1997-2000). The
developer had an SI undertaken by one consultant who recommended that
soils be removed due to high cd. Instead of following these
recommendations the developer then employed a second consultant who wrote
a short letter report, quoting the PECD document, and stating much higher
cd was acceptable.
I know the council are not liable, as responsibility ultimatley rests with
the developer - but I'd like to be fully armed with all the information
before the questions start to roll in!

Is anyone aware of, or would anyone have a copy of, a guidance note
entitled 'Guidance Values for Cadmium Concentrations in Soils' Contract
PECD 7/10/337 - 1995.
I am reviewing a site investigation report for a residential
development, conducted in 2000 which uses this guidance and quotes
acceptable levels of Cd in soils much higher than current SGVs.
