Invitation to Tender for Funding Bid Preparation Services on behalf of
Archives and Records Council Wales (ARCW)


1.	Background
The ARCW vision is to celebrate the cultural identity of Welsh people, by
using archives in innovative and participatory ways, which inspires them
positively to transform their lives and communities – to achieve this,
ARCW has set in motion a number of inter-related projects to create
ArchifauCymru–ArchivesWales: a Virtual National Archive for Wales.  CyMAL:
Museums Archives and Libraries Wales is supporting and funding this
programme of activity.

CyMAL has awarded grants to ARCW to undertake a strategic developmental
programme starting in 2007 to develop and manage major funding bids to
create ArchifauCymru–ArchivesWales.  During 2007, a number of pieces of
research have been commissioned relating to the infrastructure, content
and delivery of the virtual national archive.   This programme of activity
is managed and co-ordinated by a single Programme Manager.

2.	Commission
Subject to the finalisation of the commissioned research and its findings,
a portfolio of bids to appropriate funding bodies will be prepared.  ARCW
is currently considering, but is not limited to, bids to JISC, HLF and EU
(FP7 ICT) with one major bid (>£1m) being planned.

ARCW requires expert help and guidance in the preparation of such bids and
invites tenders for the provision of services over a three-month period in
the following areas:

•	Advice on programme design from a bid strategy perspective
•	Alignment of programme to strategic priorities, aims, guidelines and
scoring criteria of funding sources
•	Design and construction of individual projects for individual bids
•	Preparation and submission of at least 1 (one) major funding application
•	Advice on the guidelines and regulations of the funding sources
•	Formation of formal partnerships with relevant organisations for bidding
purposes (some of this work is already underway)
•	Design of programme viability framework
•	Advice on new and revised funding sources

3.	The Tender
Tenders should include:

•	A breakdown of days against the activities above
•	The number of people your organisation would deploy to this commission
and their associated rates
•	A description of any methodology you intend to apply to this work
•	Prioritisation of the activities above based on your overall delivery
capability and any in-house specialisms
•	Declaration of any area of the commission where your organisation would
not feel confident to deliver or would intend to sub-contract

You are welcome to include any additional services you have to offer which
you consider relevant to the programme of activity described here.

The work is to be carried out within this financial year (i.e. prior to
end March 2008).   A mid-term progress report will be submitted to the
Programme Manager on 15th February 2008 and a presentation will be made to
the Programme Steering Group on or around this date.  Whilst the service
provider is not expected to be based in Aberystwyth, close co-operation
and frequent verbal and written contact with the Programme Manager will be
essential.

4.	Service provider specification
The successful service provider(s) will be required to demonstrate the
following qualities:

•	Proven success in obtaining EU and UK funds
•	Proven and sustained success in obtaining funds in excess of £500k
•	Expertise in the cultural heritage sector, specifically archives and/or
cross-sector relationships
•	Track record in identifying and formulating successful European
partnerships
•	End-to-end delivery of large funding bids

If short listed, the service provider(s) will be required to furnish
contact details for 2 (two) past or current clients whom we may consult
independently.

5.	Submission of tender and contract award
The deadline for submission of proposals is 12pm on Monday 17 December
2007.  Contract award will be made by Friday 21 December.  Tenders
submitted after this deadline will not be considered.  Tenders should be

The work will begin Monday 7 January 2008 and be completed by Friday 28
March 2008.

6.	ARCW
Archives and Records Council Wales (ARCW) was established in 1995 with the
aim of influencing policy on archives and records management in Wales and
providing a visible forum for the sector. Its membership consists of
representatives from all the institutions in Wales that provide a public
archive service, including 13 local authority archive services, five
higher education archives and three national institutions.

7.	CyMAL: Museums Archives and Libraries Wales
CyMAL was established as a new division of the Welsh Assembly Government
on 1 April 2004. CyMAL is based in Aberystwyth and has 25 staff, most of
whom have sector specific expertise. CyMAL represents a significant
investment by the Assembly Government in the development of local museums,
archives and libraries services which meet 21st century needs. It builds
on the strategic agenda outlined in the Assembly Government’s document,
'One Wales: A progressive agenda for the government of Wales'.

8.	Freedom of Information
Information in relation to this tender may be made available on demand in
accordance with the requirements of the Freedom of Information Act 2000.

Tenderers should state if any of the information supplied by them is
commercially sensitive.  They should explain (in broad terms) what harm
may result from disclosure if a request is received and the time period
applicable to that sensitivity.  Tenderers should be aware that, even if
information is identified as commercially sensitive, it may be necessary
to disclose it under the Act if a request is received.  Tenderers will be
consulted if a request is received for disclosure of any of the
information that has been identified as commercially sensitive.

9.	Intellectual Property
All data gathered and documents generated by the consultant(s) will be
copyright of ARCW.

10.	Terms and Conditions of tender
The work of the service provider(s) will be subject to standard National
Library of Wales Terms and Conditions.
