I would agree with Alan from my time as an adaptations advisor/occupational
therapist the crucial aspect is meeting the specific needs of the
individual.
Toilet raisers are often used as a short term option but are not necessarily
as stable and many people do not like using them. There is also the cleaning
and hygiene perspective, particularly where a number of people may be using
the same WC and the raised seat has to be taken on and off the pan all the
time.
There are of course now WCs designed for different heights that may well be
preferable as even plinths may have their disadvantages, particularly as far
as hygiene is concerned. There may be issues around the mode of fixing and
stability. I have not heard that they are "illegal" though.

Adaptations in a person's home should be installed to their personal
preferences and I don't know of any legislation, rules, standards which
prevent this. There is a height given in Part M (480mm) but this is for
non-residential accommodation and does not apply to dwellings. It clould be
that the local authority prefers the use of a 'toilet seat raiser' rather
than a plinth under the WC to make the adaptation more easily reversible at
a later date but this shouldn't prevent a plinth being fitted if it's the
preferred option.
