I have traced the history of Birmingham's installation of 13.0.30
in the DB page:

It appears clearly that there was a failed attempt at the date and time
mentionned below (2007-10-23 11:56 but this is CET, not UK).
I will take this matter offline with the atlas software manager and Yves.
