Dear Jessica,
You might find something of use in the briefing note I wrote for the
Parliamentary Office of Science and Technology, on 'Strategic
Science'. This mainly focusses on policy for funding of science
education rather than research but the HEFCE data might be useful,
particularly relating to unis closing down good research departments
because the teaching costs are so high. Hope it helps, good luck with
the article.
