I tend to agree with Phil that there should be championing, but can also see that it isn't as simple as just "let everyone do anything" either. My council's main issue with using web 2.0 would be lack of control over organisational data housed offsite under unvetted non-commercial rules in multiple (and as there are many new services all the time) silos.
Nontheless MySpace/Facebook (etc.) are undoubtedly useful at work, although I confess I don't bother with them at home, but that's just because personally I can't be bothered to read all the stuff. Rather be out in a field with the dog/kids/friends. sms is miles better for personal networking. short and sweet! must be my age...
I had a similar discussion in a liason group between public library staff and teachers at a shared school library site.
Public library encourages as much use as it can, but schools tend to restrict. A teacher there made the same point that sites like this are great, but allowing access usually means that students spend get distracted by other stuff. (example was YouTube for media studies). They said because it it was difficult to control in situations where students were supposed to be doing other things, they tended to blanket ban as a precaution, as they didn't have time to figure out all the loopholes that students could find to engage in non-study use
It's a bit like the law in general really. We don't actually need any laws if everyone is responsible, so I guess all web 2.0 use is OK where there is no abuse.
There is I believe a great John Mortimer quote about laws and sewers (not exactly "it's a shit job, but someone has to do it", but some eloquent version)

I agree that this is great to air this issue. As a library in FE we
have encouraged use of web 2.0. We have fora; downloads; virtual cafes
and use athens DA to ensure equal access to all users part time or
otherwise etc. We have never blocked social sites as we call them and
teachers use them for lessons etc. However we are now in the middle of
a debate about what to do next. The students would spend all day on
facebook etc and access them in the middle of lessons and stop
concentrating to update . The library PCs could be fully occupied with
students "clicking" as we call it. Do you say well that is their right
or do you stop them? We discuss appropriate times for different things
etc but we are ignored. I would be grateful for opinions. As for staff
they behave responsibly as they have work to do and there is peer
pressure to pull your weight. I can see though that it can be abused but
it goes down to firm management . The issue can be if you have analogue
leaders who don't know what any of it is
