Thanks to all the people that replied and did what I should have done and
actually tried it out myself. General consensus seems to be that Word (for
example) counts (2006) as a word.
However
"some years ago I did a small study that showed that for various random
documents, Word often gave different counts for the straight "word count"
command and its "spelling and grammar" command, and that sometimes neither
was identical to what I considered was the correct word count."
and also
"Another point: do the assessors include references in the
word count?"
Now this latter point, I think, is what is winding up our students, and
which prompted the enquiry and the answer to that of course is .....
