I think they are looking for citations up by x% - some measurable that has a value prior to setting up the IR which can then be checked some time after the IR has become established

Is "exposure" immeasurable because it is something that the senior
management are not interested in?

There is the issue of funding body mandates, upon which funding will
(presumably) be contingent.
Also, the evidence for citation benefits.
