Our policy here at UEA (since converting to RFID tagging) is: normally,
leave CD-ROM in book untagged, and if it gets lost, it gets lost
(management deemed the risk acceptable, and like you, we felt these
disks have little value); if the disk is deemed valuable, it is put in
its own case, with its own independent barcode, shelved next to the
book, and issued 'normally' through the self-service machines.
We found that RFID tags cannot be put on computer disks because they
make the disks too 'fat' to fit in standard CD drives.
