This may be a slightly tangential contribution, but I'm interested in
what others think. As the elected member is the data controller for
their correspondence with constituents, presumably the elected member
would be responsible for its disposal? So any retention / disposal
arrangements provided by the Council would be suggestions, and the
member would be responsible if they weren't followed?

As a start, you might want to have a look at the Data Protection
(Processing of Sensitive Personal Data) (Elected Representatives) Order
2002 and the transition arrangements between elected representatives.
