Have you considered using QMark "Print and Scan", you can author questions in QMP, print out exam papers from QMP and then scan and return the results via QMP, it might be a step to encourage the users who currently use OCR.
As far as large scale exams go, you have a problem which we are all addressing in one way or another - space. We commonly sit hundreds of students in sports halls and the like with paper and pen, but as yet there is no on-line equivalent. Paul is right about asking Bill (Soton) or Richard (Dundee), they have a lot of experience in these things and are very happy to ahre their varied experience. Also QMark provide things like QMSecure or QM to Go which would help in the case of crashes or cheating. One way to look at this is from the curriculum side, where rather than putting lots of marks into a final exam, look at several in-class tests through the module. We have done this, by banks of questions and 6 different tests through a module, we found that this cuts down on the opportunity for cheating, and gives defensibility for appeals.
