You should probably look at the rule itself - which is often misunderstood.

It says that the subject of a discussion and information contained in the
discussion may be released, but not the identities or affiliations of those
speaking. You need to talk to the body which held the meeting and seek
their advice. You may have to anonymise the names of speakers if you intend
to release the records.
