Most of these require that we use $PACKAGE_DIR instead of a hard-wired
path.

I'm happy for STARLINK_DIR to only work for users rather than developers.
Brad put a bit of work into making the perl stuff run by relying on a
"starperl" being in the path and using that to launch the perl programs.
