Matt, Since I maintain the OA impact bibliography that someone has
linked below, and the bibliography is now quite long, I'll pick out a
couple of items that might start to answer your enquiry.
Harnad, S. (2007)
Open Access Scientometrics and the UK Research Assessment Exercise
ArXiv, Computer Science, cs.IR/0703131, 26 March 2007. Preprint of
invited keynote address to 11th Annual Meeting of the International
Society for Scientometrics and Informetrics, Madrid, 25-27 June 2007

"Open Access Scientometrics will provide powerful new means of
navigating, evaluating, predicting and analyzing the growing Open
Access database, as well as powerful incentives for making it grow
faster", noting that these potential new metrics need to be tested
and validated. It is proposed that RAE 2008 will be the ideal
opportunity to do this.
In terms of quantifying the ROI benefits, see
