I'll echo Crispin's comments, as it is a combination of these methods I looked at when figuring out what sort of target we might use.
Wasn't sure if you used HBSMR, but the point is if you do, you could give different Validation names rather than the standard ones sent to help come up with higher levels to achieve.
So rather than just Checked/Unchecked, you could have Validation Level I II, A B etc
hope that sort of makes sense

Hi Sarah
There are a some features within HBSMR that may help here:
1. the HER Benchmark reports for Mon/Event/Source. These list what
percentage of your records meet the various criteria laid down in the
HER Benchmarks document, so giving you some statistics to measure the
state of your records. These are available from the "Reports" button on
the main menu. The underlying queries can be used to work through the
"failing" records - we can help with this if you want.
2. the audit trail can be used to report how many records have been
created or modified over given periods (though of course it doesn't mean
the records have been "enhanced" !).
3. The validation flags on mons/events can be used to record the status
of each record, and you could change that status as records are
validated/enhanced etc. This gives you another measurable.

Dear all,
Hope all is well around the various parts of the country and you haven't
been too badly affected by recent poor weather. The sun is finally out
here :)
I'm currently working on a report and am on the section about data
enhancement. Up in Northumberland we had it written into our service
plan that we were aiming at approximately 5% enhancement over the year.
Do any other HERs/SMRs have enhancement targets, service plan or
otherwise? I'm trying to move away from suggesting how many days such a
task would take to complete as I firmly believe that enhancement is an
ongoing and never ending part of an SMR/HER. Instead I'd prefer to have
a percentage target for the year. It would be interesting to see how
others tackle this issue of quantifying enhancement.
Any help will be gratefully received.
