I think you'd be better off considering whether any of the information
is actually "personal data" ie. take the post-Durrant view that the
information relates to the individual's business trading licence and is
not related to individual's privacy in any way. You might then consider
whether the request should actually be dealt with under FOI, and then be
exempted (at least until the negotiations have been completed) under the
commercial interests exemption with an undertaking to release at a later
date.

We have a situation where there is a dispute between a fast food shop
and a fast food street trader over the detrimental effect the street
trader has on the leased shop unit. Licensing and Property are trying
to negotiate a solution and in the meantime the street trader has put in
a SAR; could the data reasonably be withheld under schedule 7, para 7?
