On the other hand, my son's school asks everyone to opt-in, sending out
a consent form at the beginning of each year (I've just signed it this
weekend). It may be that as a primary school that holds only 220 kids
its easier to do it this way than it would be for a high school with
over a thousand kids. This may be that there was a problem some years
ago with a child appearing in the local paper, but it makes for a topic
of conversation in the playground every year.
