Well, until there's a wholesale shift in attitudes to 'what's good about
life', many people are gonna choose four days in France - seeing new
things, tasting nice foods and, of course, the kudos back home of telling
your friends and family that "...my work sent me to France".
I suspect it's only in minority circles where you can kudos by saying, "I
chose not to go to France (on account of my carbon footprint)"
Critical geographers may soon become such a minortiy community, but in the
broader sense of business travel, they're peanuts.
