The UCU have not, and cannot, declare debating the subject illegal.
What they have said is that they will not fund meetings from UCU money,
to discuss something that would be illegal for the UCU as an
organisation to carry out.
This of course could still be tested in court if anyone has lots of
money and time spare, the British legal system being more friendly to
those with either, or preferably both...
However, regardless, debate can continue whatever the UCU thinks.
