Surely it is about time for the Environment Agency to be bought to account.
The CLEA system has been mooted within the mid 1990's, released in 2002,
retracted and released (under the cover of a beta version) two years ago,
which is to be retracted due to a change in heart regarding the method of
calculation amongst other things) - from probabilistic to deterministic
(grandma sucking eggs... i know).
As we seem to have a high target of houses to be built on brownfield sites
wouldn't it be prudent to know whether or not the tinkering with the CLEA
systems are likely to change these grail like SGV values that are traded
around (similarly the CIEH/Atkins/....). I realise that there is a make do
attitude with the current remediation/investigation and risk assessment
industry, however it is long due that more resources are put to clarifying
this issue. From the recent postings it is clear that there is as much
clarity of the regs as many of the water samples we have received from sites
recently.
Is there going to be a potential issue whereby the recently calculated
sgv/gac 'threshold values' using the former CLEA algorithms/beta version
model will be considered as potentially contaminated with the (hopefully)
soon to be published CLEA system.
I have noted that RBCA V2 is proposed to be released in October and will
include UK risk assessment parameters - however will this become obsolete
once the new CLEA system has been released.
There are a lot of questions which have only partially been answered by the
Agency, and surely we (as persons utilising the Agency risk assessment tool)
should be kept better informed as to the progress and developments
associated with the CLEA system. The way forward document was a start, but
it seems like the issue has been forgotten about.
Think this we are being considered as mushroom engineers (kept in the dark,
and fed....).
Possibly reasonable e-mail or irrational e-mail due to lack of sleep because
of our baby!!
